Festival Comet Would be ideal location if you're looking for Frosty. Arm you luckiest trap available (Physical/Tactical) And Bite wite SB+. And leave it to your luck as they becoming scare.

ronza area will be the best to catch a frosty..
toy and frozen will be in fc..
